Unemployment Extension July 22, 2010 Update: HR 4213 Unemployment Extension Bill Passed Senate Vote, House of Representatives’ Vote to Follow – This is the latest unemployment extension news. Things are moving slowly but surely for those unemployed Americans. Yesterday, we saw that the first Senate vote to counter the Republican filibuster happened. With the help of Senator Carte Goodwin who replaced the late Robert Byrd from West Virginia, Democrats ruled the Senate vote closing at 60-40 vote for the much awaited passage of unemployment extension bill.
Last night, we witnessed the final Senate vote as shortly after 7 p.m., the “motion to concur in the House amendment to the Senate amendment to the bill with Reid Amendment No. 4425” passed the Senate gathering the needed “yes” votes of 51 on a vote of 59 to 39 sending it one step closer to U.S. President Barack Obama’s desk.
During the Senate session, Senate Majority Leader Harry Reid said that: “Nevada families struggling to make ends meet have endured more than their share: after losing their jobs through no fault of their own, they were forced to wait weeks for an important safety net that was supposed to be there.”
Now, the next and final step for this Unemployment Extension Bill is the vote from the House of Representatives which will happen tomorrow. The amendments made in the Senate need to be approved by the House. After this final vote, the bill will now be send over to Obama for his signature to finally and officially become a law. Once the bill becomes a law, it is expected that state labor departments will immediately begin implementing it and sending out unemployment benefits to help the millions of unemployed Americans. It is expected that this bill will go into effect as early as Thursday or the latest before the week ends.
For the record, this unemployment benefits extension bill is particularly known as H.R. 4213. Initially named as the “American Jobs and Closing Tax Loopholes Act”, the bill has now been renamed to as the “Unemployment Compensation Extension Act” to reflect the extension of unemployment benefits for Americans who have been out of work for 6 months or longer. Originally a $141 billion, 426-page government stimulus package for the unemployed Americans, the bill is now down to $34 billion and 36 pages after amendments.
As previously mentioned, it is important to reiterate that this is not the Tier 5 that most unemployed Americans are clamoring as it would not create additional weeks of unemployment benefits. 99 weeks would still be the maximum amount of time an unemployed American could receive unemployment benefits for states with 8.5% and above unemployment rates and 86 weeks would still be the maximum time for those who are located in states with below 8.5% unemployment rates.
This bill would also extend the filing deadline for unemployment insurance benefits which expired last June 2 to until November 30, 2010 allowing unemployed individuals to file and move into their next tier of unemployment benefits. However, the Federal Additional Compensation Program providing an extra of $25 per week of unemployment benefits payments would not be extended under this bill. In addition, COBRA will not be extended in this bill.

I’m currently unemployed, and I don’t understand why The Texas Workforce Commisions’ website is stating that unemployed Texas residents won’t receive payment for 7-10 DAYS!!! This can’t be accurate. I have a pregnant wife who is working part time, and we’re behind on almost all our bills. What little is received is just enough to stay a float. I will NEVER vote republican as long as I live. There are many more Americans who feel the same way I do towards their cruel, heartless, political BS! Not making a good name for yourselves with election time right around the corner. Heres an idea, how about the republicans take a pay cut and less holidays to help the economy. You ALL should end up on unemployment, then we can see how that goes.
I totally agree. We are in a big mess, not only with unemployment, but with the prison systems, oil situation, homelessness, and etc. Its really sad. That is what has become of America. I truely hope that it doesnt get any worse than this…
Patrick- i live in Texas and what I was told that once Obama signs the ” Back Pay” will go out ASAP!! And the addtional benefits we would start getting payment in a week. Seems Texas Workforce is gving differnt answers.. But, I was told this not once but three times by differnt people at the Workforce.
If you don’t mind me asking, are you in a Tier or will you be starting your first Tier? I have been unemployed since Jan of this year and recieved my last payment beginning of this month which was half of what I was getting.. Plus, I did not get the full 26 weeks.. Only recieved 20 weeks.

@ Amalio that is what I was told by three different people at TWC. But, today I was told by a fouth person that what the other 3 people told me was not correct that all payments will go out by next week no later then the first week of Aug.

I’m a 99er also, 61 yrs. old, had to file BANKRUPTCY this pass April. I have lost everything. I live in Nevada and we have the highest unemployment rate in the country 14.7%. And they won’t help us. What can we do but vote out in Nov. all those that say no to unemployment.

Wow I am truely happy for those that qualify for the existing tears of unemployment benefits:) but what about us that have exausted all 99 weeks? we get absolutely nothing? those that qualify for the existing tears of unemployment benafits, and move to tier 4 will be in the same situation that us who have exausted all benefits.

NO I DON’T THINK SO…. they should have extended jobless benefits for as long as there is high unemployment instead of going about it bit by bit and dragging us further into the hole. After tier 4 the states of 6.5% can apply for an addtional 13 week, known as EB and the states over7% can get 7 more weeks of EB. so after tier 4 you are still intitled to 13-20 weeks of fully funded state benefits if you live in a state that has a rate of over 6.5%. Only 18 state dont have the criteria, but those 18 states. finding a job would at least be a bit easier than the state whos rate is over 10%
if you already are a 99er then that includes the eb bc the eb is the rest of the 99 weeks
I am a Black Female who will be 54 years old next Tuesday. I have worked since I was 17 years old. Now I am told I have exhausted all my unemployment benefits. I go on jobs interview, submit my resume daily to no use. Never had a call back or anything. My mortgage is almost in foreclosure, my utilities is past due. No food. WHat are we to do. But Texas says we are at 8.2 and have to be at 8.5 where are they getting their numbers from. I was proud to be an American, but now I cannot stand the United States, when we are in need our government ignore us.

I am sure that those of us who still qualify for extended unemployment are truly grateful but what about the people who exhausted their benefits? First let me say I am not in that number but I do feel for them. There are, according to what I’ve read, 1.4 million people who have nothing and that number grows every week. Behind that number are spouses and children who are suffering too. It is bad enough to be out of work but to know that your loved ones are hurting is just to much for anyone to take. Aren’t there enough people in congress who care enough about them to at least try to pass a tier five bill?
No it doesn’t cost too much, how can a price be put on someone’s life? But if money is the excuse then here is an idea. Figure out what tier five costs, then simply reduce something else by that amount…..say, foreign aid. After all, the aid is needed here at home, let the foreigners get their money from someone else. Why should we borrow money, that we have to pay interest on, and then ship it overseas?

You address exactly where the funds required to pay for the unemployment benefits extension for a much longer period of time should come from. As opposed to the other callous people with negative comments which no solutions. The unemployment situation is not going away by November. By that time or shortly there after most if not all of us on those recently extended Tiers may become 99ers requiring a Tier 5. This extension is just another temporary band-aid. The Stimulus is exactly that, a fund to be used to stimulate the economy. If the Republicans are so worried about passing the cost of these extensions onto their children, how about them asking their rich corporate friends laying people off and making record profits to spend some of those profits to create more jobs and end this mess!

In response to Piper- you are absolutley correct they know that a teir V is needed and many of us will need it, it is long from over. I am a college student who is looking for work every moment I am not in school.I sat down and watched the house yesterday go back a fourth about why, how and when we need to be fiscally responsible, it made my head hurt. We all need to be behind advocating for unemployment for the 99er’s because at some point we can and will become a 99er by or before november than what.

We will all be 99ers eventually, well that is if they pass another extension in november. We seriously need to do something NOW to change this system. The economy is not going to get better. The only new jobs will be minimum wage and no one can support themselves on that. If we do not get together to stop this corrupt government we will all be doomed. I feel for my children, I do not want them to grow up in a world like this. The time for change is NOW. We need a government OF the people FOR the people. What we have is a government of puppets and profiteers for the corporate giants. Republican or democrat or independent makes no difference, anyone who gets to washington and becomes part of this government becomes a puppet. I doubt that it is possible to get people together to fight for change but I sure hope enough of us will. When you can’t get people to do something as simple as boycotting BP gas stations then what chance have we got? ugh…
Does this mean that I can go into tier 3? I have ran thru my regular benefits and tier 1 1 and tier 2, and that was last week I ran out of tier 2 and haven’t received tier 3 yet does that mean now I get tier 3? I’m so confused with all this… Can someone explain to me if they also had their tier 3 extension stopped until they passed this bill.. Yea and I can believe they went on recesee while these people had no benefits . I was lucky my 2nd tier didn’t end yet till about a week ago. I didn’t know this was happening. Someone please get back to me thnx.
You should continue to go on and it will stop at the end of tier 4.
You will get tier 3 and 2 weeks of benefits
you will be able to go on tier 3 once this is started and then go on to tier four if you havent be on SEB (state extended benefits) which is part of the 99 weeks then you will go onto that after

I read a statement from a man the other day suggesting that all the unemployed should advise employers that we the unemployed will UNDERCUT the salaries of ANY of your employees in order to take their jobs!
Employers would love that idea! Isn’t that what they want anyway cheep labor? Since a Tier 5 is not available I may as well work for any amount, like some Senators and employed people recommend “take a lesser paying job”. (they did not specify whose job we should take)

There is a total lack of concern coming from both sides. If it doesn’t benefit. either party they won’t take action. I feel as if I got stabbed in the back and they have taken away our right to be protected. Didn’t expect the Democrats to leave us behind. I think the repercussions will be tremendous in 6 months down the road. They made the 99′ers have high hope and blatlantly failed us. I remember being at my low ass dead end job when the first wave of unemplyment hit, I remembering thanking my stars for the job. Then the day came when they started laying us off to make the numbers balance. Then I was in the unemployment line. It can happen to any of us!
I heard a comment last night that the Gov. wants the 99′ers to determine their own fate. Really harsh. I’m doubting the Democrats sincerity in being for the people. They haven’t given us an alternative but to go without.

They could have found something to cut. Lets not forget that this wasn’t something nobody saw coming either. NEITHER party cared enough to plan for this. Where was the plan B, C, or D for that matter? For those that say that those on unemployment shouldn’t get an extension, in my opinion, are part of the problem. This nation can and has rebuilt foreign governments, given food and aid to every nation on the globe that raises a hand, yet they can NOT extend a hand to their own, instead they run around calling each other names, pointing fingers to everyone, but themselves. I believe that their should be a tier 5 or more if need be. The GOP simply wanted to use money already allocated for other things (think: Wasteful Pork Spending) rather than borrow the money from our wonderful “friends” – China. They filibustered because the Democrats refusal to budge on finding a way to pay for the extension other than borrowing more money.
If you and I must live on only what we earn in order to financially survive, the government needs to do the same thing. We are in such a huge hole now that we may never get out. President Obama & the current legislators (both GOP & Dems) have increased the deficit in less than 2 years what it took 200 years and almost 40 presidents to do. Before you ask or accuse me of anything, my wife & I are both on unemployment, unable to find jobs. Both of us are college educated. We have applied for almost 100 jobs in the last 9 months. Here in Michigan, you couldn’t bribe your way into a job right now. Even McDonalds is turning people down.

UNREAL I have been wanting to say that for a long time but people like the REPUBLICAN4LIFE JACKASS dont understand. We can’t search for work because we have nothing! I had an interview last week but I couldn’t attend it why because I had no transportation or no phone to call the employer. I don’t understand why it is so hard for people to hire us I call these companies everday they reply not hiring! So why are they receiving any credit off unemployed people because they really haven’t hired any of us. Its a damn scheme! I am so siclk of living here in this dirt bag country. I did love this country honestly I still love alot of the people here who understand hard times, have love for humanity and appreciate life. Unemployed people can’t even receive food stamps, medical assistance or any other welfare benefits. That’s where they should have started with long time ago I know people who have been on welfare for ten years but I sure as hell will never know anyone who will be on unemployment for that long!

whats sad is that the parents will feed the kids what they have and do with out and not eat then the winter will come and not be able to have heat but will do what ever it takes to feed the kids and try to keep them warm i don’t have kids and i am single but by god if i see one of the neigbors kids not eating and not have heat i would give them my food and go without and use what little bit of money i get from ecu and pay there electric or gas bill so they can be warm i will sleep by a fire on the ground
I’m a little confused about tiers. For example, in the new law if someone were collecting the first 26 weeks and then went into “extended benefits” or 1st tier in November, would then when that tier ended so does that persons benefits? Or, would that person be qualified to collect tier 2, tier 3, and tier 4 until May? Another way to ask this is if you were on tier 2 now and that tier ended a couple weeks ago, did you benefits stop or could you go to tier 3? If anyone could reccomend a good website to obtain these general knowledge answers it would be much appreciated
for the first part of your questions: by the end of november whatever extension you are on you will beable to finish that but will not beable to move on. and if you exhausted your tier 2 just recently or were cut off on june 2 then when this passes you will get paid for all those back weeks and beable to move on as long as you had filed each week.
Bill- go to your local DOL website. I know here in GA they outline what the tiers are how many weeks are offered and so on. After you exhaust your first 26- you then go to teir 1- 20 more weeks then through to yhe 3rd and 4 teir. Then depending on your states unemplyment rate than you move into the final teir SEB, here in Ga thats 20 more weeks. You will ultimately need a 5th teir, that is the next level of the battle, I hopes this helps you.

I am a mother of 2 young children age 3 and 7 months…I am on my 3rd tier I have been unemployed since 2008 I literally have interviewed an average of 2-3 days a week, using my limited funds for gas to get to interviews, paying for parking and being told thanks for coming in. Thee End.
I cant go back to school or training…child care is not provided nor can I afford the cost.
All I can do is just keep my head up…keep trying and know there are many others out there in the same situation if not worse.

IT HAS BEEN A LONG 6 WEEKS OF CALLING EVERY SUNDAY LIKE NORMAL. I HOPE THAT I WILL RETROACTIVELY GET THAT MONEY.

how many weeks have you had so far? there isnt any that HAVE to be done online, you can call on all of them too, except the state extended benefits which is a paper you have to fill out and send in. what state is your claim in?

WOW- so now the next battle is to add the teir V. People we still have to contend with the fact more extension are and will be needed before November! This is just the beginning, we have to make our voices heard and we have to be united to do it ! It is painfully obvious that things will not be back to some level of normalcy. it could be entered into a bill after nov no one really knows but as of right now there is no tier 5. since you had your 99 weeks, unfortunetly there isnt anything else for you, i hope they are able to do something in nov or shortly after.
I am just coming on my 26th week, and had to worry that I may not get an extension. The problem with companies is that they are not giving people on unemployment a chance! While I also feel for the people who have received 99 weeks of benefits, it is harder to find a job now than it was 2 years ago! Where I live, there are minimum wage jobs available and people getting unemployment don’t apply for those jobs as they feel that they could stay home and receive as much. Personally, I made alot of money and have a very strong work history. I cannot get one of those jobs as they say I am overqualified (which is true). Unfortunately, there are plenty of people that I know of that have been on unemployment for almost 2 years. If it is a choice between the people who received 99 weeks already, or the people who have only received 26 weeks, it only seems reasonable that the extension would be for the people who haven’t received 99 weeks yet. I do agree with the comment about foreign aid – we give so much to people who come to the US from other countries, when our own people are suffering! That needs to stop and then maybe it wouldn’t take over a month to determine whether an extension is approved!

I’m glad that the extension was passed, but I’ll start Tier 4 and I’ll reach my 99 weeks very soon. I can’t believe there are people on this website insulting us. I have nearly 30 job applications out right now and have heard NOTHING from any of them. I’d love to be working again, as it wasn’t my choice to be laid off almost 2 years ago. I honestly don’t know what my daughter and I will do if the government can’t give us a Tier 5. After working all those years, I never seen myself in this situation….none of us did.
