Another Tier 5 Unemployment Extension for 99ers Introduced by Berkley

Unemployment Extension Update: Another Tier 5 Unemployment Extension for 99ers Introduced by Berkley – The Congress is still in recess and the 99ers would have to wait until September 13 for a Tier 5 Unemployment Extension Bill.

You may have heard about Senator Stabenow’s recent introduction of a Tier 5 Unemployment Extension Bill. Known as the “Americans Want to Work Act” or the S.3706, the bill would provide 20 additional weeks of unemployment insurance for individuals in states with unemployment rates of above 7.5%. In addition, the bill also includes a one-year extension of two tax credits for businesses that hire unemployed workers.

After Stabenow’s Americans Want To Work Act, another Tier 5 unemployment extension bill is more recently introduced by Rep. Shelley Berkley (D-NV). The bill would add an additional 20 weeks of benefits for states with unemployment rates of 10 percent or higher.

While this may sound another good news for the 99ers, the fact is that this is a half-baked Tier 5 uneployment extension bill as there are only 16 states which will be entitled to unemployment extension of benefits if this bill becomes a law. How about for those states which do not meet the 10% or higher unemployment rate?

Perhaps the best thing to happen is that this particular bill should become a Tier 6 unemployment extension bill so that those unemployed individuals living in the states worst hit by the recession could still avail their unemployment insurance benefits to help them survive temporarily while still looking for available jobs.

It would be best if our politicians would allow these two unemployment extension bills to pass the Congress. However, given the fact that the “Americans Want to Work Act” come from the Senate and this unemployment extension bill come from the House of Representatives, there is a great possibility that the two will have to argue before finally passing a Tier 5 unemployment extension bill for the 99ers. Thus, it could just prolong the agony of the 99ers for the much awaited unemployment insurance benefits.

Let’s see which of the two will the Congress hear when they reconvene come September 13. In the meantime, continue sending your stories to Senator Stabenow so that she can convince her fellow politicians to act on the Americans Want to Work Act Tier 5 unemployment extension bill with urgency.

    Hi

    I’m one of the 99ers who has been looking for a job for the past two years. I want to work to support my family but I’m finding it hard.They need to pass a law that will extend people benefits because it will help in the long run. Please tell Congress and the House to pass the law so people can live again.

      One concern of many 99ers is that this bill has a threshold of 10% whereas Stabenow’s bill has a threshold of 7.5%. However for either bills to pass in the Senate, they will need to get Republican votes. And the only Republican votes they’ve gotten on the last extension and the teacher bill were from two Republican senators in Maine. So at a minimum if they want this to pass, they need to include Maine, and Maine’s unemployment rate is around 8%. The Republican Senators from Maine have already said that they favor Stabenow’s bill. Why would they turn and support this over Stabenow’s when this bill doesn’t even include them? Stabenow was smart, she knows she needs Maine which is why she set her threshold at 7.5% to include them. That gives Maine some wiggle room to qualify, even if their unemployment rate drops some from 8%. What this House bill allows for however, is something else existing in the House that can and will likely change once they realize what Stabenow realized, they need Maine’s vote in the Senate. I feel confident the threshold will be lowered on the House bill, and we’ll have two bills that will be adjusted accordingly to increase the odds for many 99ers, that they’ll see a tier 5 extension.

      If you all want to see this House bill pass, you better call and e-mail and remind her that she needs Republican votes in the Senate for this to pass and you aren’t going to get it if you exclude the only two Republican Senators who helped the last few bills pass.

    I think the senator from neveda is only thinking of her own state and should realize that there are many other states and people that are in need of help from the tier 5 bill .. such as people from texas who was not able to get the tier 4 becuase of the state being at 8.3 and the qualification where for state of 8.5 and higher .. this tier 5 is needed for alot of states not just nevada and 10 percent and higher states ..

      PA unemployment rate is currently 9.2%! This is VERY HIGH! She needs to address ALL that are in need of extensions!

      re-elected to office. If she really cared, she WOULD be thinking about all

      I agree I too am an 99er and I am not sure how long I will be able to live in my home either I have not paid my mortgage in two months and I will only be able to pay this months electric bill and not sure what will happen for next month. Gee funny isn’t it if you do not pay your car insurance or homeowners you are in trouble with the the bank and the law. But you have to be able to drive to an interview if you get one. Crazy!!!!

      The only thing that has substained me through all this is the Lord Jesus Christ know he has a plan! Keep your hopes up and believe!!! Believe me I know that is not easy when you are looking at being homeless and no food.

      So I do hope they decide to pass the Tier 5 soon and for any state that needs it not just the high unemployment states.

    Unemployment Benefits for all who are unemployed. Jobs for all jobless. We had better stop thinking it’s ok to exclude others in things that benefit us. We as 99ers obviously see how it feels. America please take care of Americans.

    I will soon be a “99er”. I am 51, a full time student, and have been unemployed since 2008. I’ve sent thousands of resumes, completed 1000s of applications; nothing..my age is working against me I’m sure. I’ve lost everything but my home & that will go as soon as unemployment runs out. I have no answers but I can say that I worked the same job for 31 years. I’ve never been on any type of assistance/welfare. I’m not lazy; I’m unemployed. We need a tier 5….we need what ever it’s going to take to help us stay afloat until any job is available. AND for those who held up our benefits for what seemed like an eternity, I sincerely hope every one of you are out of a job come election time. You have no idea the damage you caused, nor do you care. I hope you all get a new perspective of what it’s like on this end of the spectrum, because you are truly out of touch with reality. Not only is this mess financially devastating; the emotional toll is almost unbearable. God bless the unemployed. May we all find a way to make it thru this mess we didn’t create.

      I have always been taught that what goes around must come around so for all the ones that have caused us and our families the pain we feel SURELY they will have their day to feel it as well. I am not a 99er however my husband is, worked and supported us for 31 yrs and can’t find work any where. Phone has been turned off, moved, lights were turned off YESTERDAY. Its hard to keep the faith that we will survive this nightmare, hard to keep the faith that another Tier is right around the corner. They didn’t think enough of us before they had to take recess for another month so WHY are they in office? We put them in and WE CAN put them out if we all stick together. Wish you all the best !

      Cynthia, I USE to believe that until a woman I use to work with told me,” No it don’t! Some people NEVER get what is comming to them!” And, after seeing the things going on out here; the boldness that goes on and the arrogance, I now believe that! If they did, they would not be acting like this! I sent eight resume out just today. Got an e-mail back from the one that was a TEMP JOB. She was being very picky about what she “requires” for this job. They were looking for a Masters degree for a three month job! WTF???!!! For a temp job? These people running these damn human resource offices at these companies have gotten very bold and very stupid and they know for now, they CAN get away with it! I don’t understand why the government don’t look into age discrimination and stuff like a masters degree for a damn temp job! That’s Bullshit at its worse!

    Thank you, Senator, for supporting a Tier 5 Extension. This is the worse Recession since the 1930s, even though some refuse to admit this. We need to get this Country back to work. People need to more vocal. The government has to stimulate hiring, tax breaks, incentives, whatever it takes. Even if it means protesting on Wall Street or Washington to get our point across. The Working Class of America needs help now and we need to get our message across.

    WOW…sounds too good to be true…or is this another political hoax to lure the 99ers to believe that there is hope? Oh by the way did I read somewhere that if you haven’t received unemployment benefits for three months or more that it won’t be retroactive…well come September 13th that will mean all 99ers will only restart receiving benefits from that day if approved…this is just food for thought…already 99ers are behind the eight ball on paying their bills, some have even been evicted…now don’t get me wrong, everyone is in need of a vacation, but somehow a bill was passed for teachers, firemen…and not the 99ers…what are they chop liver or non-citizens…they too serve the community and the public and they need the same respect…President Obama’s motto during his political campaign was “YES WE CAN”, who was he referring to, some of the people…99ers or all unemployed did not put this country in a recession, but wait we (USA) help all other countries in their time of need but the heck with their own…go figure. Emergency funds are put in place for the time of need…hey America this is a time of need…99ers need monies now snd waiting until a parties come back from vacation, a month from now, is totally cruel and selfish…the time is NOW for President Obama to override and take a stand and do the right thing; use your ‘power’ to enforce a TIER V…Americans are losing trust and as a leader that is one of the key attributes on leadership and having folks buy-in to your vision…without trust, well you all know where I am going with this…

    This is a national emergency, just not made “official” yet due to the cowardice of
    our President. Members of Congress have sworn an oath to the American people,
    however it’s been a long time since they fulfilled the “true spirit” of this oath.
    Americans are losing their homes, children are going to sleep hungry on the streets
    of the “most powerful nation on earth” while members of Congress are taking multi-
    million dollar vacations.

    There is only one thing that Congress cares about, and that is Congress!!! What would
    our Founding Fathers think if they saw this? I only hope every 99er, their friends and
    family unite this November and vote every non-supportive member of Congress out of
    office.

    Register to vote people! It’s time to hand certain people in Congress their pink
    slips, and we HAVE the power to do it!

Support our cause before illegal immigrant criminals have more rights than us. This is our last stand! If other online articles report unemployment is around 20% and there are 310 million in the U.S census reports. Then there is as many as 62 million people in the U.S that are unemployed & are able to work fulltime. Do we have to reach 150 million unemployed before we take action? Also we must take steps to lower local city and state councilmen salaries too they are all robbing & hurting the people they serve.     The original information regarding the S3706 states that the states with 7.5% or higher would be affected by the bill passage for the additional 20 weeks. Therefore, where is this information coming from stating that it is 10%? There seems to be a mixup in communications. I am for the 7.5%. My state is at 9.6%.

    • Hi Lynn, if you would actually read my article in its entirety, there are actually two Tier 5 unemployment extension bills being proposed. Aside from the earlier S.3706 or the “Americans Want to Work Act” introduced by Senator Stabenow, there is this new Tier 5 unemployment extension bill proposed by Shelley Berkley of Nevada from the House of Representatives.

    I live in MN. Unemployment rate 6.8% I dont think any senator from any state that doesn’t meet the elegibility guideline is going to vote yes. It has to be for ALL. or it’s not going to pass. They need to give 13 to all 20 to the rest again in order for this to work

    This tier v extension brings hope to us all. but before i got really excited about it i had to give my self a reality check and remember how hard and long it took to pass the other recent extension. so lets just PRAY and keep our fingers crossed. i think we’re in for a BATTLE with this one. but im going try and keep the faith. we probably will be waiting awhile.

    Just wondering how our government gets away with murder? Thats whats happening here. They still dont hear the cries of hungry babies while they vaca on our taxed unemployment. People already have lost homes and apts. How many more will they murder and get away with it?

    For those old enough to remember, there used to be commercials run on TV, before cable, that showed a group of people singing a jingle with the words, “look for the union label” reminding consumers to buy products made in the U.S.
    Spare us the comments about corrupt unions, blah blah and that U.S. workers demand too much money.
    Our citizens have been distracted the past 3 decades dealing with “wars”, deficits, disasters, natural and political, housing bubbles, Wall Street crime, cultural decay etc. Prices have gone up, while middle class salaries have stalled or declined.
    Americans have been punked by politicians and outsourcing, corporate greed and our own consumer addiction.
    The result is our current economy which is manufacturing unemployment, foreclosures and despair in increasing numbers. The result is an economy that is fodder for campaigns and media spin. We are in serious trouble.
    One step towards recovery involves voting at the polls and voting as consumers, with whatever spare dollars we have.
    Do not patronize companies who outsource if possible, and vote all politicians who put lobbyists ahead of your family OUT of office.
    And to those politicians who have demoralized their constituents by refusing to acknowledge and assist millions of American voters who are struggling, you have done great damage to your constituents and to your party.

    Don’t forget there is a rally today, Thursday near Town Hall! Ed Scultz and other media will be covering it. It is strictly for the 99ers. PRAY that it will do some good! It is from 12p.m-1p.m. Hope it will be on TV, or at least part of it!

    I am so sorry that so many U.S. citizens have lost everything that they have worked so hard for. Then you have a few fortunante fools who, who still have jobs, and cry that these extentions will cause people to not look for work, but BE VERY AWARE!!!, this mess is not getting better, and your job could be the next to go. Lets have a little compassion, and respect for fellow americans who are down and out. To all 99ers i pray that in time god will restore you and your families.

      Thank you, Robert! It’s encouraging to read something nice once in a while. Lord knows we have been bashed and ridiculed from the beginning, like we are not suffering enough. It is just so hard to be optimistic these days especially when we can’t seem to see the light at the end of the tunnel. All we can do is pray, keep applying for jobs, and hope for the best. We have lost everything but our lives and I thank God that most of us are still here to endure. I say “some” because some unfortunate people have chosen to take their own lives over this. I am a 99er and my heart goes out to each and everyone, including the newly unemployed because I know that they also have a long road ahead of them. I just keep thinking about the little ones who are also suffering during this recession through no fault of their own or their parents. God bless you and your family, Robert.     It’s seems that hardly anyone showed up for the rally. I read that there were as many news people as there were protesters don’t remember where because I have been searching for hours to find any helpful news. People, we need to remember that they have done this before. They throw us kibbles and bits and get our hopes up. The guys from Wall Street were laughing at the 99ers and shouting at them to “Get a f%$king job!” There was no empathy. I commend these 99ers for their courage. Thank you, 99ers! Many people did not have the money to travel or childcare, etc. It seems that people think we are now “too lazy to assemble.” They haven’t considered the fact that we are unemployed and have run out of benefits 5 months ago. Their theory that we will not work as long as we get unemployment insurance has gone out the window when these benefits were exhausted. What is there excuse for blocking a Tier V now, since we have been out of work for two years and out of benefits for almost 1/2 a year. Do they still think we would rather lose our homes, cars, savings, credit, and food before working? Do they really think that all of a sudden over a million working class citizens suddenly decided not to work? How insane and inhumane is this country becoming? Do these people really believe that their jobs are secure? Please stop blocking our children from food and shelter! If you have nothing positive to say, at least don’t block people from getting help until there are jobs. Don’t they know that many of these jobs that are available we have applied for, if not all? Don’t they realize that these employers/organizations are not going to hire overqualified people because they know that when the job market begins to recover that we will look for more suitable work, and rightfully so??? We need something for now and we have been revising our resumes to the point of dishonesty just to obtain work and still nothing. We are saying that we have less education than we actually have for the jobs that require less and we are going to school to further our education so that we can obtain other positions and still nothing!?! WTF is going on? Please help us we are desperate…create more jobs and create a new tier for the 99ers so that we can continue to keep the lights, internet, and phones on so that we can continue to look for work and be contacted if something becomes available…..

    First of all, why are they counting only the newly unemployed for a bill that covers the long-term unemployed? WTF is that? You count people over here to decide what people over there get? Is this not ridiculous and idiotic? What about counting the 99ers for the 99ers bill/Tier V, duh? Did they count the 99ers for the last extension? NO! What kind of games are they playing? All unemployed need help no matter how low the number/percentage. This is just a way to make it easier to debate and prolong. Please stop thanking them for the kibbles and bits and their attempt at divide and conquer. Don’t you see what they are doing? Wake up unemployed workers and see what they are doing, as long as they divide us we can not unite. If we unite we will be strong in numbers… “united we stand, divided we fall.” Please make these freeloaders work for their money. Hell, for years we have paid their salaries and now the tables have turned. Why can’t they help us?

They are doing exactly what they want and dont care about us. It has been too long and im wondering how long it will be before we start fighting back on thier terms. IT WONT BE A LEGAL FIGHT! How would they feel with no house to go home too? Not even mentioned on the news. THEY ARE NOTHING BUT A BUNCH OF MURDERERS!!!!!!!!!!!     Yes, I noticed that too! What makes matters worse is that he chose to reference a 99er or long-term unemployed as if he was going to get anything from the newly passed extension. Is the president really this misinformed or is he just playing ignorgant? How do you say that a guy has been out of work for 2 years and think that this bill will cover him? Did he not read the damn bill? WTF is going on? If this is how he is handling things, God help us!

Now another piece of legislation has been created for a tier V other than S3706 but this one stipulates it is for states that are at 10% or higher. WTF!!! That’s only sixteen states. We are at 9.6 but even if we were at 7.5 we would still need help. Are these people f%#king crazy? They are playing games with us people. Many believe that it is good news that something is in the works but two bills without a means of funding and targeting two completely different groups is not progress people, it is an intentional move to complicate and stall the passage of either one. This is outrageous!!!

    Yes, the 99ers are the least fortunate in this recession who have been hit the hardest and the longest. They have lost their homes, cars, and have no food or shelter. Many do not care because it did not happen to them, yet.

    Please note that food banks are running out of food and the most that you get is a bag or two of white rice and some sodium filled canned goods that are usually outdated and dented. The portion is usually half a bag per family and the wait is from 5-8 hours in extreme heat, cold or rain it doesn’t matter. The people in these lines are becoming hostile and confrontational. The shelters are over crowded from before the recession.

    Why isn’t there any compassion for these people who have lost their homes, cars, and belongings and are now suffering depression and anxiety? How do you think they acquired these things that they are losing, by working that’s how.

    Additionally, they have no medical insurance to obtain medicine to treat these mental disorders and are now desperate and irrational (many). The 99ers include many middle aged people who have medical conditions and are forced to go without medication or medical treatment. Prisoners get treated better, my goodness.

    They (the 99ers) are being ridiculed and bashed on top of everything else; perhaps, what’s worse is that they have children and pets who are suffering as well. The jobs that they apply for including McDonalds have many other applicants and the resumes are being submitted by the thousands, electronically and this is why there are no call backs. In my town, the fast food restaurants are working with the prisoner re-entry programs and give most of the positions to them. I am not complaining, but explaining.

    Additionally, these people have no lights, phones, or internet at this point so contacting a 99er when a job is available is next to impossible. They have no where to turn and now their fellow Americans are calling them lazy and good for nothing.

    The lack of concern is disheartening to say the least. We are Americans who have worked all of our lives and paid into this insurance to use it when absolutely necessary, if not now then when? We paid taxes and helped build this nation but now we are forgotten. Many of us have worked longer and paid taxes longer than those who spew words of hatred toward us.

    Don’t forget, we lost our jobs through no fault of our own and remain unemployed through no fault of our own. Has anyone considered the many road blocks for 99ers such as not having proper means of contact or the fact that many employers do credit checks? Also, what about those that post “Unemployed need not apply” why is this allowed at a time like this? The theory that the 99ers will not take work as long as they receive benefits has been proven wrong by the very fact that they have exhausted their benefits 5 months ago and still do not have jobs.

    Does America really believe that over 1 million working class citizens have suddenly decided not to work anymore? Come on people, why would you want these people to continue suffering? If we have enough money to feed hungry and homeless people overseas why can’t we do the same for Americans, especially working class citizens?

    As a 99er, I see that politicians are going to try and ride on Stabenow’s idea to stall the process or maybe even help those who are opposed to the idea of a Tier 5. In Stabenow’s bill it would help those states where the Unemployment rate is 7.5 and Berkley raises the bar even higher to states with 10 percent or higher. Think of it this way, New York is the Epic Center where many commute to work because it’s been known to have good employment opportunities. If New York is at an 8.2 unemployment rate that says a lot. Berkley in my opinion may be helping those that are against the 99ers by raising the percentage rate for eligibility. Thus meaning that more than half of the 99ers are left out. I say Stabenow’s bill is more believable, covers more of us and is the first original bill introduced. Even if its a political move where Stabenow seeks to capture voters, if it passes it would be a great help to most of us. I wish all of us were included but that isn’t reality. God help America is what should be printed on the American dollar going forward!

      Hey Del, just letting you know that this bill cannot pass the Senate if it doesn’t get Republican votes. All of the Republican Senators have voted no on the last extension as well as the teachers bill except two Republican senators from Maine. They are the only hope for a Tier 5 to pass and they have already stated that they favor Stabenow’s bill because it includes their state which has an unemployment rate of 8%. So if anyone wants to see this pass, please contact Shelley Berkley and remind her that for it to pass in the Senate it needs Republican votes. And the only Republican Senators who have voted with the Democrats lately are in Maine. So the threshold cannot be higher than 8% to pass.

    Is It me or is the united states government really waging war against It’s own people? It’s own unemployed people. I have been out of work since march of 2009 in Texas which is what I hear is the best place to find employment. Really wow!!! I can’t find work to save my life. I have had over 200 interviews and not 1 turned into a job. 200 interviews and, I can’t get a job. Because some of the higher ups in that company would put that job on a hiring freeze or just give to someone in the company. We the unemployed americans are not a liability for your company. The unemployed that you call lazy are the ones that QUIT their jobs. The unemployed AMERICANS that got LAID OFF are not lazy. We actually WANT/NEED to work. I think unemployment should last until you get a job. That Is why It Is called INSURANCE.

    im one of these saps that started googleing the term “tier5″ everyday and getting my wee little heart broken everyday. much like the others i have taken up the practice of typing my frustrations into the thin air of these internet comment pages. every other day or so the same old news is repackaged to look like new news to attract hits and on every comments page someone threatens riots and protest. now i know from experience you can still have a computer and internet and the electricity to run it and still be incredibly desperate and poor. the day is coming for each of us where our poverty will throw us offline and one at a time we will each have our moment where we attempt to do something drastic in the tactile world creating a temporary incident that all will ignore to the best of their abilities because they do not want to think of it happening to them. so we have to organize somehow i am not sure because we are all to poor to travel/gather and these monkeydick online petitions are not impressing anybody and none of us really want to protest or be heard we just want a fucking moneycheck so we can eat that is all. so we all just throw our depressed thoughts into the internet like pennies in a wishing well. so anyway i am going to try getting one of these farming/dishwashing/migrant labor jobs that legal americans are supposedly too lazy to do. even 5,10 or 20 dollars a day are better than jack shit

    This is a very serious situation and I would appreciate some answers as to why this appropriation was not part of the last bill in July.

    How could you give hundreds of billions to banks for bonuses but you cant help ordinary people?

    It’s outrageous!!!! Think how many people could have been helped with each bonus given to each executive whose company FAILED. When ordinary people fail – they get fired!!

    If THEY cant act like a democratic senators…. what’s the point of you being there?

    I continue to look for work at this time and I would take just about anything that would pay me even a small wage and me give a chance to bring some value to a project or company. It is getting harder and harder to stay positive while looking for work in this job market. I’ve discovered that as much as I’m looking for work I am looking for a sense of purpose. To get that feeling again that I’m useful and that my contribution counts in some way.

    Again…Please DONT GIVE UP ON US!!!

    I am one of the unemployed who had the Tier 4 extension. I have no more benefits.
    The Texas Workforce says I cannot get any more benefits unless Congress makes a change. The TWC gave me a pamphlet for 211 Texas. The pamphlet says it helps with rent, food, and utilities. 211 Texas is just information line that gives you phone numbers of church’s and charity organizations. I called the numbers given to me for help with rent and each church told me that I needed to be in a certain zip code range to get any help and that I was not in their range. Before I tried another church, each volunteer would give me a number to another church to call and the places I tried would just give me another number to call. I felt I was playing musical church’s getting the run around. The Pamphlet the Texas Workforce gave on 211 Texas is useless. Why is it so hard to get help? The churches who did talk with me said I needed a court ordered eviction to get an interview, but could not guarantee I’d get any help. The Harris County Social Services said the same thing about having a court order but could not guarantee I’d get any help. Some said I would need to have a job already to get assistance. If I was working, why would I need to call them in the first place? This passing the buck and handing me phone numbers is a waste of time. I wonder if they turn away donations because the people are not in the zip code range? Does any one else out there have this same problem? I didn’t ask to be out of work. Unemployment helped some but I was not living in luxury? Now I am fighting not to be out on the street. Its like the tables are turned on the people who are out of work instead of targeting those responsible for this Recession. Please find a solution for this Tier 5. The bills never stop coming. Tired of playing musical phone numbers.
